Let us investigate and see what is going on. It is true that those who have paid may be inconvenienced because of power cuts due to non-payment, but the city council sees the complex as an individual entity, not the individual occupants.
When you signed a contract to either rent or own a unit in the complex or estate, it indicated what additions are allowed. In order to ensure a coherent appearance for the entire complex, certain structures will not be allowed.
Because a solar installation will require permanent or at least semi-permanent additions to your property, it depends on what your contract allows. You will have to study the requirements carefully. In addition, anything fixed to the main structure of the complex may be seen as owned by the complex, not the individual.
If your unit has one carport assigned, then the second vehicle will have to be parked outside the complex. You may arrange with another tenant to rent their's if they do not use it.
Complexes and estates have strict rules for public behaviour, even inside their own units. Discuss your issue with the body corporate, but ensure your facts are correct. Neighbourly relations can be difficult to deal with.
